Envision O Street

We are so excited to work together to make our neighborhood more vibrant, safe, and welcoming! Here is what we are teaming up to achieve:

  • Grow Our Urban Canopy: Plant more trees and expand beautiful green spaces for everyone to enjoy.
  • Conserve Water: Use eco-friendly landscaping to reduce irrigation and capture stormwater.
  • Create Gathering Spots: Add comfortable public seating and expand outdoor dining areas for our amazing local restaurants.
  • Prioritize Pedestrian Safety: Make walking safer and easier for all our neighbors and visitors.
  • Celebrate Local Art: Install exciting new public art and helpful signs that share the story behind our local landscape.
  • Keep It Beautiful: Ensure all our neighborhood improvements stay clean and well-maintained.
  • Build Community: Strengthen the bonds between residents, local businesses, and our community partners.

Envision O Street Plan

In 2019 and 2020, the Capitol Area Development Authority, (CADA) in partnership with key O Street stakeholders including multiple State of California Agencies, private land owners, neighborhood businesses, local nonprofit organizations, and interested neighborhood residents, crafted the Envision O Street Plan. The CADA Board of Directors adopted it in 2020. The Plan called for significant physical improvements to the ten blocks between 7th and 17th Streets, which once implemented would revitalize the street, make it more vibrant, interesting, environmentally sustainable, and safer. Since then, significant portions of the plan have been implemented, particularly along the western half of the corridor. CADA currently is working to implement the plan on its eastern portion. CADA is seeking funding to enable it to build on the progress it has made so far.

Envision O Street Projects Under Way or Imminent

  • 900 block – CADA has entered into contracts to install a monumental art panels project on the DGS garage bounded by 9th, 10th and O Streets. Construction will start imminently and should be finished by May 2026.

  • 1200 block – CADA has partnered with Caltrans to re-landscape a Caltrans property at the corner of 12th & O by providing landscape design assistance, design reviews, and suggestions about how to phase the project. Valley Oaks were planted in Phase I. Phase II is in the final planning stages and should be under construction in mid-2026. The plant palette includes a variety of native and climate-appropriate non-native plants.
  • 14th & O – CADA has secured a City of Sacramento construction permit to fully replace the 14th & O Street intersection, including curbs, gutters, sidewalks, turf, paving and other items and install a climate-appropriate plant palette. The work will include Sacramento’s first installation of colored paver artwork within a City street, in one of the first implementations of the City’s Creative Crosswalks Program. CADA is self-funding this project to help implement improvements at this commercial mid-point of the Envision O Street Plan corridor. CADA has issued an RFP and received proposals on April 3, with award of a construction contract in May 2026.

Planned Envision O Street Projects Contingent on Receiving Grant Funding

  • 800 block Phase II – construction plans 100% complete. Fundraising under way.
  • 900 block – construction plans 100-% complete. City building permit received. Fundraising under way.
  • 13th & O – CADA has secured a City of Sacramento construction permit to replace turf and install climate-appropriate plants at the corner of 13th and O Streets. Construction should start in mid-2026, funding permitting.
  • 1400 block – construction plans 100% complete. Fundraising under way.

Beyond O Street – Envision N Street, Envision P Street, Envision Q Street and Envision 16th Street

  • Envision P Street – Design, then convert from turf to climate appropriate landscaping on the 1200, 1300 and 1600 blocks of P Street – 2025 and 2026, funding permitting
  • Envision N Street – Design, then convert from turf to climate appropriate landscaping on the 1400, 1500 and 1600 blocks of N Street 2026 and 2027, funding permitting.
  • Envision Q Street – Design, then convert from turf to climate appropriate landscaping on the 1300 and 1600 blocks of Q Street 2027 and 2028, funding permitting.
  • Envision 16th Street . Design, then implement Phase II of the CADA 16th Street Streetscape Plan.  Phase I completed in 2018.  It included three sets of stormwater planters between N and P and between P and Q, on O Street between 15th and 16th, and on N Street between 15th and 16th Streets.
